Should we not change our punishment system for criminals ?

For some of the worst crimes the procedure followed hardly creates impact on other criminals due to lengthy procedure and punishment system followed in democratic countries. For some of the worst crimes like , murder , atrocities against women etc, by the time criminal is captured , sufficient proof produced and punishment awarded , it takes months or years. Most of the judges are against giving death penalty as punishment and resort to life imprisonment. The poor sufferers continue to undertake psychological treatment and they never come out of trauma fully. I am not saying punishment to criminal is solution to trauma but as we treat the sufferer , giving server punishment at least helps in having psychological score and satisfaction. In this context I heard of some quick and severe punishment awarded in arabian countries and also in Muslim countries which makes sense sometimes. What are your views ?
