I have a neighbor who's children who are prone to mischief and cause damage on our street, what should I do?

We have spoken to the parents, filed police reports and even asked our mayor for istance but to no avail. Neighbors across the street are also sick of the noice, the rudeness and the lack of respect for other people's property.
