My dog is CRAZY!! help?

Every time we go for walks. i have three dogs, a brittanny spaniel who is well mannered. a pomeranian mix who is a little jagged on the edges but manageable. and cosmo. a pomerian mix whos a different story all his own....every single time another dog comes by, he gos absolutely crazy! he barks and yelps as if someone were beating him, his eyes bulge out and he tries taking off after the dog. we now pick him up whenever another dog is around but that doesnt help at all! we've tried confrontations with other dogs which is even more dissapointing AND he only winds up influencing the other two dogs to freak out too....its so embarring when people walk by with their nice, calm dogs and stare at us with our crazy ones....what can i do to get my dog to be calm around other dogs?
